California employees owe state US$13.3 million in unpaid loans

The California Controller’s office reports that eleven state agencies have given US$13.3 million in pay and travel advances that have not been collected.

Governor Jerry Brown issued an executive order to recover uncollected loans by the agencies. A press release from the governor’s office states, “The Governor’s Executive Order seeks to recover taxpayer dollars by directing state agencies and departments to clear salary and travel advances within 30 days through an expense claim.” Any outstanding balance will be deducted from employees’ paychecks under the governor’s order after the 30 days.

Under California state law, state employees are permitted to receive advances for hardship, travel, and other circumstances. These advances cannot be collected by agencies after three years without the employee’s consent.

State Controller John Chiang said in a statement, “The state’s poor debt collection and accounting practices are fleecing public coffers at a time when vital public programs are being decimated by unprecedented budget cuts.” Chiang’s office expects there will be more money unaccounted for, including some from the California Highway Patrol (CHP). California state law mandates that anyone convicted of driving under the influence of alcohol is required to pay for the investigation. The CHP has not collected this money.

The California Department of Transportation, also called Caltrans, has the largest debt of the eleven agencies: $3.2 million. Cal Fire, or the California Department of Forestry and Fire Protection, “had an outstanding balance of $1.44 million as of June 30, 2008. An overwhelming portion of that balance was related to employee salary and travel advances,” according to a controller’s office audit.

Chiang’s office had informed former California governor Arnold Schwarzenegger there were outstanding debts, but Schwarzenegger’s administration did not take action.

All eleven agencies have agreed to hand over any delinquent accounts to the controller’s office, who will collect these debts.

Online poker firm set for multibillion pound flotation

Partygaming Plc, the worlds largest online poker company, has announced that it intends to float on the London Stock Exchange by the end of this month. Although it has not yet set a price, analysts in The City are speculating that the flotation could value the firm at up to STG£5bn. Such a valuation would make the flotation the largest in four years.

The Gibraltar-based company, which owns the Partypoker brand, intends to sell 23% of the company in the flotation. If the company’s initial public offering is successful, the firm will enter the FTSE 100 Index (the top 100 firms on the exchange by value). Its value would be greater than that of both British Airways and Boots.

Partygaming Plc was founded in 1997 by Anurag Dikshit and has since grown at a huge rate – doubling profits in the past year alone to STG£371m. At peak times it attracts 70,000 simultaneous players.

Quad crash kills fourteen year-old in County Londonderry, Northern Ireland

A 14-year-old boy has been killed in an accident involving a quad bike in County Londonderry, Northern Ireland. The boy has been identified as Paddy McErlean, who crashed near his house in the town of Maghera.

What is believed to have happened is that Paddy was travelling on an all-terrain vehicle with a 16-year-old boy along a rural road at around 2200 GMT on Thursday when the vehicle smashed into a post, the boys were then thrown from the road. The 16-year-old boy is critically injured and as of yet has not been identified.

Ann Scott, who is the head teacher in St. Patrick’s College, which is the high school that Paddy attended, said: “This tragic accident really has brought a profound sense of loss to the school. The loss of Paddy, who was only 14, has just shocked everybody at the college. He really contributed a lot to the school, he was full of life, he was such a lovely young lad, very popular with the staff and pupils and we will really miss him so terribly.”

Events management is a career for those who’re organised, energetic and outgoing. A work hard, party hard attitude is key, and while it can be a highly stressful job, a recent YouGov survey found that the vast majority of people working in the industry wouldn’t swap careers.

You need a lot of stamina and a lot of drive – You need to be the first person to get up and the last person to go to bed, making sure you have a smile on your face no matter what is going on and be able to think on your feet.

A lot of people aspire to get into this industry, and there are a large number of universities offering courses in events management, along with a degree there are a few other things you can do to push yourself ahead of the competition.

A degree helps show you have a commitment to an events career. More and more graduates, in a wide range of subjects are doing a master’s course in events management to get in-depth knowledge of the events industry. It’s also a way of showing their commitment to a career in this business and ensures their job applications stand out.

Courses tend to cover the basic logistics of organising an event – marketing it, health and safety, catering. Students will learn all the practical bits, but along with this they also learn about the impact of events on the economy, on the environment and on the lives of people who live close to one being held.

Some courses offer placement years and one thing that is hugely important in this industry is experience.

Volunteering

It’s not always paid, but is imperative if you want to gain on the job experience and to get your name out there with event management companies.

Many event organisers are always on the lookout for volunteers to help at their events. Obviously the larger ones such as the Olympic Games, music and film festivals are hugely popular but it can be good to start within the business-to-business world. There are a wide range of events such as conferences, product launches, award ceremonies and so on where on site and other support is required.

You’ll show willingness, gain valuable knowledge and make some great contacts in the industry.

Networking

This will be imperative in landing your first job. It’s strongly recommended that young students and graduates join one of the industry associations so that they can meet and interact with events professionals at seminars, conferences and so on. It also provides you with something else to include on your CV.

Making a name for yourself

Work your way up to helping at high profile events. People can improve their chances if they widen their scope initially. Firstly get that valuable experience, work up the career ladder and one day have a key role in the high profile events. It’s far too much of a risk to the project manager on these events to have staff that don’t have the experience.

About the Author: It’s not essential for you to have an event management degree as lots of different backgrounds are considered for the industry.

Macomb, New York Councilman Steve Burke took some time to speak with Wikinews about his campaign for the U.S. Democratic Party’s 2016 presidential nomination.

Burke, an insurance adjuster and farmer, was elected councilman in Brookhaven, New York in 1979. He left the town after being accused and found not guilty of bribery in the 1980s. Since 1987 he has served as Macomb councilman off-and-on and currently holds the post. From 1993 to 1996 and 1999 to 2002 he worked as chairman of the Democratic Party of St. Lawrence County, New York. Among his many political campaigns, Burke unsuccessfully sought the Democratic Party’s presidential nomination in 1992 and recently attempted to run for U.S. Congress in 2014 but too many of his ballot petition signatures were found invalid. Burke filed with the Federal Election Commission to run for president in the 2016 election on September 18, 2015 and has qualified for the first-in-the-nation New Hampshire Primary.

Bolivian president announces legal action over Obama’s ‘crimes against humanity’

The Bolivian President Evo Morales announced Thursday he will file legal charges against the United States President Barack Obama for crimes against humanity. President Morales announced he was preparing litigation after Venezuelan President Nicholas Maduro’s plane was allegedly denied entry into U.S. airspace over Puerto Rico.

President Morales called Obama a “criminal” violating international law. Morales called an emergency meeting of the Community of Latin American and Caribbean States (CELAC), made up of 33 member states including Argentina, Mexico and Chile, and encouraged member states to remove their ambassadors from the U.S. to show their solidarity. He asked Bolivarian Alliance member states to boycott the next United Nations meeting, to be held in New York on September 24. He also said the U.S. had pursued a policy of “intimidation” and have a history of blockading presidential flights.

In July this year, the Bolivian presidential aircraft was prevented from landing in Portugal to refuel, allegedly at the request of the U.S. administration. After Italy, Spain and France each banned the aircraft from entering their airspace, it was ultimately forced to land in Austria. Here, the plane was boarded as part of the search for U.S. fugitive Edward Snowden. Several Latin American heads of state promptly condemned the actions.

President Evo Morales is in his second presidential term after first being elected in 2005. He campaigned on the promise of alleviating Bolivia’s crippling poverty — Bolivia was Latin America’s poorest nation at the time he was elected — and is Bolivia’s first indigenous leader. He became internationally recognisable for the striped jumper he wore while meeting with high level dignitaries, including kings and presidents, around the world. His actions as President have included halving his own salary and those of his ministers, seizing Bolivia’s gas and oil reserves, and redistributing the nation’s unused countryside to the poor.

President Morales had been bound for bilateral talks in China. He maintains he will not be prevented from attending them.

Queen Elizabeth II arrives in Australia for 15th visit

Queen Elizabeth II and Prince Phillip arrived in Australia yesterday for a five-day tour which includes the opening of the 2006 Commonwealth Games in Melbourne, the Queen’s 15th visit of her reign and her first since 2002.

Their tour began when they landed at Fairburn Air Force Base in Canberra where they received a state welcome, attended by Prime Minister John Howard, Governor-General Major General Michael Jeffery and several hundred well-wishers. The couple accepted flowers and chatted with the crowd for a few minutes before being driven off in a black Rolls Royce.

The Queen and Prince Philip spent last night at Government House before beginning official duties in Sydney today. In Sydney, they will officially open the new colonnade of Sydney Opera House and receive a 21 gun salute.

Republican campaigners have used the occasion as an opportunity to reopen the republican debate.

“While the queen is held in great affection by the Australian people, many Australians recognize that it is no longer sensible for us to have a citizen of another country, who visits Australia only occasionally, as our head of state,” said Allison Henry, national director of the Australian Republican Movement.
